(13) voting directors who shall have demonstrated leadership and business expertise. All of the appointed directors shall be appointed at large and at least twelve shall be residents of Wyoming. The governor shall be a member and co-chairman of the board but shall not vote. No member shall serve more than two consecutive terms.
