The Wyoming School District Scorecard is organized by district and uses Wyoming’s publicly reported education results and district information. Each district page includes academic scores, financial information, staffing indicators, and accountability ratings.
The Scorecard does not create test results, financial reports, staffing indicators or accountability ratings. It organizes the public measures Wyoming already reports. In a few places, the Scorecard also presents simple indicators calculated from reported figures, such as students per full time teacher FTE or schools below state standards, so users can better understand district staffing, spending, and accountability in context.
Where letter grades appear beside reported percentages, they are provided as a frame of reference using a traditional grading scale. The Scorecard reports the publicly available percentage, then shows how that percentage falls on the traditional scale. The letter grade does not replace or change the reported result; it gives readers context for what the percentage indicates.
- Full Time Equivalent (FTE)
A measure of staffing based on the amount of time employees work. One full-time position equals 1.0 FTE, while a half-time position equals 0.5 FTE. Because part-time positions are included proportionally, the reported FTE may differ from the actual number of individual employees.
- Proficiency
A level of academic performance indicating that a student has met state-established grade-level expectations as measured by Wyoming-approved assessments.
- Accountability
The statutory system through which Wyoming establishes educational goals, measures school and district performance, and monitors compliance with state standards and outcomes under the Wyoming Accountability in Education Act.
- School Finance
The system established under Wyoming law for raising, distributing, accounting for, and expending public funds for K-12 education, as governed primarily by Title 21, Chapter 13 of Wyoming Statutes and implemented through Wyoming Department of Education financial reporting requirements.
- Average Daily Membership (ADM)
A student count used by Wyoming for school funding and reporting purposes. ADM is calculated throughout the school year based on student membership and attendance records in accordance with Wyoming law and reporting requirements.
- Non-Instructional
Pertaining to activities, services, or expenditures not directly related to classroom instruction or academic content.
- Standard
State-adopted academic expectations defining what students should know and be able to do at each grade level or subject area. Standards establish learning goals but do not prescribe curriculum or instructional materials.
- Accreditation
A state oversight process through which Wyoming schools and districts are reviewed for compliance with educational requirements established by state law and State Board of Education rules. Accreditation is administered through reporting, monitoring, and review activities conducted by the Wyoming Department of Education and State Board of Education.
- Per Pupil
A financial calculation used in Wyoming school funding and reporting that expresses revenues or expenditures on a per-student basis by dividing a defined total amount by Average Daily Membership (ADM), as required under Wyoming’s school finance statutes.
- 3rd Grade Reading (ELA) %
Percentage of 3rd grade students who scored at or above the Wyoming proficiency standard in English Language Arts, which includes reading, on the WY-TOPP statewide assessment.

The district’s average ACT composite score for the most recent year reported by the Wyoming Department of Education. Wyoming requires 11th grade public school students to take the ACT as part of the statewide assessment system. Because WY-TOPP testing in English Language Arts and mathematics ends after 10th grade, the ACT provides a statewide assessment result for 11th grade.
ACT scores provide context about whether students are leaving high school prepared for college-level work. ACT establishes college-readiness benchmarks in individual subject areas. A district average below or in the low 20s indicates that many students may be falling below one or more of ACT’s subject-level college-readiness benchmarks.
