AN ACT relating to elections; clarifying the procedure for testing voting machines and electronic voting systems; specifying that tests shall be open to the public; specifying rulemaking authority; removing the presumption of proper preparation of voting machines; and providing for an effective date.

SF0028 strengthens public trust and transparency in Wyoming’s election system by improving how voting machines and electronic voting systems are tested before elections and, importantly, by making the public a formal part of that process.
Under prior law, pre-election testing and observation were largely controlled by political parties and candidates. The bill clarifies the process for testing each machine and system, requires that testing be open to the public and political party representatives, and expands opportunities for observation so that citizens can see firsthand that machines are accurately prepared and functioning. SF0028 also directs that tests be conducted well before Election Day and that detailed results be documented and available, helping ensure accuracy and accountability. By removing the automatic presumption that a machine was properly prepared and reinforcing open procedures, this bill enhances confidence in election integrity and supports an open, trustworthy process for all Wyoming voters.
