AN ACT relating to annexation; repealing a provision that prevents landowners from filing objections to a proposed annexation when a portion of the annexed area's perimeter is contiguous with the corporate limits of an annexing city or town; specifying applicability; and providing for an effective date.

HB076 removes a provision in Wyoming law that currently limits a landowner’s ability to formally object to a proposed annexation in specific situations. Under existing law, if a piece of land being annexed shares a border with the city or town seeking to annex it, landowners were barred from filing objections simply because part of the property’s boundary touched the municipal limits. HB0076 repeals that restriction so landowners can raise concerns or file objections regardless of whether the annexed property is adjacent to the city limits.
This change is important because it restores the right of property owners to participate fully in decisions that affect their land and their tax obligations. Annexation can alter land use, property taxes, services, and local regulations. Prior law created an exception that unfairly silenced landowners in certain technical situations. By repealing that exception, HB0076 ensures all landowners have an equal opportunity to be heard during the annexation process.
