Summary

Bill Description

AN ACT relating to public school cocurricular and extracurricular activities; requiring school districts to allow children in grades six (6) through twelve (12) not enrolled in the district to participate in cocurricular and extracurricular activities; specifying applicability; and providing for an effective date.

Notes

HB23 expands access to extracurricular activities in public schools, effective from the 2026-2027 school year onward. By allowing resident school-age children who are not full-time enrolled students in their local district—such as homeschoolers, private school attendees, or those in alternative education programs—to participate in district-offered activities for grades 6 through 12, the bill promotes inclusivity, community engagement, and equal opportunities. It specifically includes activities sanctioned by the Wyoming High School Activities Association (WHSAA), like sports, clubs, and events, fostering a more vibrant educational landscape without imposing undue burdens on districts.

The bill mandates that districts permit any qualifying school-age child (residents not suspended or expelled from a Wyoming district) to join activities, regardless of their enrollment status. This opens doors for homeschool families, students in online or private programs, and others who might otherwise be excluded, ensuring they can benefit from structured group experiences like athletics, arts, debate teams, or academic clubs.

By removing barriers tied to full-time public school attendance, it empowers parents to choose the best educational path for their children while still accessing public resources. This flexibility supports diverse learning styles and family needs, such as customized curricula or religious education, without sacrificing social and developmental opportunities.
