AN ACT relating to public health and safety; providing legislative findings; specifying requirements associated with the termination of pregnancies; prohibiting procedures that terminate the life of a child with a detectable heartbeat; specifying exceptions to the prohibition; specifying penalties; providing definitions; making conforming amendments; and providing for an effective date.

Notes

HB126 is a necessary and principled stand for the protection of human life in Wyoming. When a heartbeat is detectable, we must acknowledge the presence of a living human being.  A society that claims to value human dignity cannot ignore that reality, and the law should not either.

This bill draws a firm, clear line rooted in medical fact and constitutional authority. Wyoming’s Constitution explicitly allows the Legislature to enact reasonable restrictions to protect the general welfare. HB0126 does exactly that. It affirms that once a heartbeat is detected, the state’s has a fiduciary interest in preventing the deliberate destruction of a human life. This is not an extreme position. It is a humane one.

HB126 also respects the reality of medical emergencies. It preserves physicians’ ability to act decisively to protect a woman’s life or prevent permanent bodily harm. What it rejects is the normalization of ending a human life when no emergency exists and when a heartbeat is already present. That is a line Wyoming is right to draw.

At its heart, this legislation is about whether we are willing to let convenience override conscience. It affirms that Wyoming will protect vulnerable human life, uphold humane standards of care, and place moral clarity where the science already points us: a detectable heartbeat matters, and our laws should reflect that truth.
